Provides leadership across the Association to ensure delivery of consistently high-quality programs and member services at the chapter level that align with the Association’s mission and established strategic goals. Promotes NASW as one Association represented at the state/local level by its 55 chapters and on the national level by the NASW office in Washington, DC. In partnership with chapter leadership and management, contributes to the chapters’ programmatic focus and operational processes, ensuring that local programs and initiatives reinforce the NASW brand and contribute to the chapters’ and the Association’s fiscal success. In partnership with national office staff, ensures that chapters receive the support required to execute programs successfully at the local level.
Fosters innovation throughout the Association, working with chapters and relevant national office staff to identify and implement new programs, services, and processes that meet the needs of the membership, strengthen chapter operations, and position the Association for long-term viability and impact for social work. Serves as a member of the NASW senior management team and represents the chapter perspective at national NASW Board meetings.
BASIC DUTIES AND RESPONSIBILITIES:
Supervisory Responsibilities – As the leader of the Chapter Operations division, has supervisory responsibility for and oversight of all chapter Executive Directors and Chapter Operations staff at the national office. Works collaboratively with the chapter president in selecting a chapter’s Executive Director and in evaluating the performance of the chapter Executive Director.
Budget and Financial Management – Oversees the submission of chapter budgets to the national office for inclusion in the Association’s consolidated budget and for approval by the NASW Board of Directors. Promotes expectation that chapter Executive Directors include the chapter boards in the preparation of the chapter’s budget so that the chapter’s budget submission reflects chapter program priorities; facilitates as necessary compliance with national office budget and program plan guidelines. Reviews ongoing chapter financial performance with the chapter Executive Director. Ensures that financial information, including review of financial reports, is communicated by the chapter Executive Director to the chapter board on a regular basis.
Policies and Procedures -- Manages the formulation and implementation of the division’s operating policies, practices and procedures consistent with chapter needs and within the framework of required Association policies and practices. Reviews the effectiveness of chapter operations and adjusts as necessary within approved Association guidelines. Monitors and ensures compliance with the Association Bylaws, Chapter charters, and Association operational policies and procedures.
Chapter Outreach – Conducts chapter visits with the chapter executive directors and chapter leadership in order to stay abreast of the unique challenges of chapters, to synthesize opportunities for chapter partnerships and cross-chapter collaboration, and to strengthen the alignment between national and chapter operations so as to achieve maximum impact for members across the Association.
Chapter Management and Support -- Provides assistance, as needed, to chapters on matters relating to chapter management, including but not limited to identification of new revenue opportunities, membership recruitment and retention activities, and the provision of administrative services (e.g., human resource administration, accounting and financial services, information technology, etc.).
Provision of Services to Chapters -- Oversees and ensures the successful delivery of communications and services provided to chapters, including monthly and quarterly calls, chapter executive director and chapter volunteer leadership training, chapter communications and memos, broadcast email communications, maintenance of chapter membership rosters, provision of semi-annual or annual multi-chapter meetings, and other services as provided to chapters. Oversees provision of Delegate Assemblies and Association Leadership Meetings, including required meeting and conference planning responsibilities.
New Business Opportunities – Works across the organization to develop programs and initiatives that drive dues and non-dues revenue opportunities at the chapter level. Fosters innovation and collaboration across the chapters and in conjunction with the national office.
Reporting and Analysis – Monitors program and chapter metrics to measure the success of chapter programs, new chapter initiatives, and chapter operational effectiveness. Ensures that chapter programs are tracked to provide reports analyzing programs held, success of programs, and popularity of topics. Incorporates relevant metrics into the financial review of chapter operations.
Other projects and duties as assigned; travel is essential to the job function, up to 20% of the time.
ESSENTIAL EXPERIENCE, SKILLS AND COMPETENCIES
EDUCATION AND EXPERIENCE
Completed Bachelor Degree required; preference for degree in Social Work. Master’s degree in Social Work or Business Administration preferred.
A minimum of 10 years of prior related work experience, including experience managing chapter/field operations, preferably in an association or non-profit management environment. Includes track record of proven success in managing programs at multiple locations.
Demonstrated strong interpersonal skills, including experience driving and managing successful strategic organizational change initiatives.
Requires exceptional written and oral communications skills.
Must have strong negotiation skills.
Must work effectively with a wide strata of personnel and volunteer leaders, exhibiting a persuasive, collaborative, cooperative and flexible work style and the ability to adapt to situations as necessary.
Demonstrated strong analytical and administrative skills, including budget preparation, operational monitoring of program effectiveness, using performance metrics to measure results.
Ability to oversee multiple projects at the same time.
Must have excellent problem-solving skills with solid judgment required for complex or sensitive communications or subject matters. Must maintain confidentiality/privacy relating to personnel, financial and other proprietary information.
Must have the ability to take ownership for issues and follow through to resolution.
Must have basic proficiency with office products software, including Word, Excel and PowerPoint.
Requires travel to chapter locations throughout the United States.
Experience managing in a union environment preferred.
