EDCHC became a Federally Qualified Health Center (FQHC) in 2003, has achieved NCQA Patient-Centered Medical Home recognition, and provides primary health care with an emphasis on family practice, behavioral health, and general practice dentistry, all structured around the patient. EDCHC serves all patients regardless of ability to pay and the doors are open to anyone needing primary medical care. No one is denied on the basis of race, sex, creed, or religion. EDCHC is community-based, locally managed and operates as a 501c (3) non-profit, private health care center. The services offered are critical medical and social services unavailable through other community medical programs. As an FQHC, EDCHC focuses on implementing best practices along with meeting and exceeding quality measures for patient care. These unique services are patient centered and focus on helping patients improve their own health.

Position Summary
Under the general direction of the Board of Directors, the CEO leads, develops and manages all aspects of the health center. This position is responsible for developing strategic vision and plans, implementing strategy, developing, and overseeing programs, assuring legal and fiduciary compliance, fundraising, public relations, networking, Board and volunteer development, and providing leadership in the development of a network of health centers in the county.

The ideal candidate will build trust and partnerships with EDCHC’s internal leadership team, developing a culture that is outcomes-oriented and data-driven, collaborative, and innovative. The leader will be emotionally intelligent and motivating, valuing the contributions of all team members and developing a team of leaders. The leader will sustain the momentum and progress that has been made and lead the organization to the next level of growth.
Connected with community. The CEO will be able to build and strengthen partnerships with local organizations, as well as with state and federal elected officials, regional organizations, and national organizations. Twenty four percent of EDCHC’s patients are Latinx and 60% live at or below the federal poverty line. The ideal candidate will have multi-cultural competence to engender trust and support and be a strong community leader. The CEO will be the face of the organization.

The new CEO will shepherd EDCHC into the future by creating a vision for change and steering the organization to the mission. Experience and knowledge of the health center movement. The ideal candidate will understand health center operations, systems and structure, be business-minded, and bring strong financial and planning abilities. The ideal candidate will also understand the unique challenges and diversity of a rural health center and its patient base.
Duties
Leadership
- Develop/review annual and long-term goals and priorities, and work with the Board in strategic planning and assessment of benchmark achievements.
- Oversee the preparation of the monthly agendas and reports for the Board, attend Board meetings, and implement Board policies and decisions.
- Establish equitable staff compensation policies and practices and make recommendations to the Board for salary level increases.
- Plan, schedule, and assign/delegate work on specific projects to direct-report staff and monitor to track completion.
- Conduct regular communication and staff meetings with direct-report staff and with all staff on at least a monthly basis to share information, seek input, problem solve, and plan, make and track project assignments.
- Maintain knowledge about all applicable federal, state, and local guidelines, standards and regulations, and contract conditions of public and private funding sources, and assure compliance including submission of accurate and timely financial and activity reports.
Program Development/ Public Relations
- Identify revenue sources and funding opportunities and prepare proposals and grant applications consistent with Center priories and community needs.
- Initiate or participate in county-wide needs assessments to monitor changing community health-related needs, evaluate the ability of the Center to meet those needs, and implement appropriate responses.
- Oversee assessments of client satisfaction and implementation of appropriate measures where improvement is needed.
- Participate in task forces, committees, and other collaborative efforts to plan and implement needed programs and services.
- Maintain professional contacts in the healthcare field and ongoing communication with service area providers to represent the Center and further its mission in the community by attendance at meetings and community events and membership in forums and alliances.

Experience/ Education:
- Preferred Master’s Degree in a health and human services field, business, or related discipline.
- Minimum 5 years progressively responsible management experience within health centers or related not-for-profit organization
- Proven experience overseeing a highly complex, multi-funded organization
- Prior bottom-line accountability for an organization with a $20M+ budget
- Experience successfully hiring, coaching, and retaining high-performing, senior-level professional staff
- Successful experience developing and sustaining collaborative relationships
- Experience and skill in board relations and governance
- Experience working with and within vulnerable communities
KNOWLEDGE, SKILLS AND ABILITIESKnowledge of:
