Opportunity: The Chief Financial Officer of Partnership Community Health Center, Inc. (PCHC) is responsible to the CEO, serves on the Executive Team, and provides leadership, day-to-day management, oversight, execution of activities, and evaluation of all financial matters at PCHC. Responsibilities include, but are not limited to, supervision of accounts receivable, accounts payable, coding, and contract management as well as oversight over operations relating to those staff functions and activities. The position has decision making authority for all financial management activities within budget parameters and confers with the CEO on budget exceptions, revenue and cash flow management strategy objectives.
The CFO works cooperatively and effectively with the executive team, utilizing a balanced approach which includes the perspectives of all disciplines involved to meet the mission of PCHC. They will provide the strategic direction and management needed to achieve the sustainable financial solvency of PCHC and possesses a working knowledge of policies, procedures and organizational structure and leads the execution of strategies developed. This may include serving as the lead for specific strategic imperatives or a major organizational change such as the addition of a new service. The CFO is responsible for implementing, reviewing and developing financial processes, performance objectives, benchmarks, compliance measures and workflow planning and implementation. Serving as a coach or mentor to staff, the CFO gives guidance in best practices, improving performance and FQHC administrative policy. The CFO serves as the fiscal lead and support in the continuous performance improvement of PCHC’s delivery of services.

Education/Experience/Knowledge
· Bachelor’s degree in Accounting, Finance, or a related field is required. Master’s degree in Business or Accounting is preferred.
· 5+ years in financial leadership role. Healthcare field strongly preferred.
Experience working with general ledger, chart of accounts, and with operational budgets are required.
CPA preferred.
Federally Qualified Health Center preferred.
Knowledge of accreditation standards for managed care organizations, such as NCQA and local requirements for FQHC and managed care organizations preferred.
Skills and Abilities:
Strong knowledge of generally accepted accounting principles.
Demonstrates strong interpersonal, leadership and supervisory skills, including successfully being a champion of and leading staff through change management.
Possesses experience in grant and federal and state regulations as they relate to health care financial management.
Possesses a working knowledge of federal, state, and managed care reimbursement payment methodologies, including alternative payment methodologies and value-based care knowledge.
Demonstrates strong proficiency in billing and accounting system including reporting, inventory, and general ledger oversight. Possesses proficient knowledge of accounting and practice management reporting systems.
Possesses an understanding of HIPAA regulations and demonstrates the ability to maintain confidentiality at all times.
Demonstrates strong knowledge of government and other payer billing and collection rules and regulations.
Primary Responsibilities:
Supports PCHC in the development of operating budgets, and resource allocation to achieve Revenue Cycle goals.
Works collaboratively with Executive Leadership towards strategic goals and initiatives.
Provides strategic leadership in the areas of accounting, payroll, revenue cycle, budgeting, grants management, and IT.
Prepares and presents monthly financials and KPIs to the BOD.
In collaboration with the CEO, recommends and implements financial programs, standards, and policies.
Maintains compliance with governmental and regulatory agency requirements including the preparation of all regulatory and financial reports.
Oversees the preparation and filing of corporate federal and state tax returns.
Maintains and updates Chart of Accounts including preparing standard journal entries, adjusting entries for monthly and year-end closing.
Manages all financial accounting, reporting, procedures, and internal controls of Health Center. Coordinates and prepares various financial statements and productivity reporting.
Prepares monthly contract and grant vouchers with supporting schedules.
Provides supervision of the Revenue Cycle, Payroll, Purchased Services, Accounts Receivable, and Accounts Payable.
Oversees audit process to meet OMBA-133 standards.
Creates, updates, and implements financial policies and protocols to remain compliant with Federal and FTCA requirements.
Work Environment:
