SUMMARY
The Chief Medical Officer is responsible for providing patient care, working with and overseeing providers and clinical staff to ensure quality outcomes for our Community Health Center patients. The Chief Medical Officer will work with medical, behavioral health and dental providers and management to maintain Center policies, procedures and protocols and assist in strengthening provider productivity, provider recruiting, Center strategic planning, and ensuring Center compliance with Community Health Center requirements including responsibility for meeting Clinical Performance Measures. This position is 50% administrative and 50% serving patients.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Performs all functions as a family physician in providing direct care to patients, including, but not limited to, the examination of patient to determine general physical condition, the recording of information about patients’ medical history, ordering various tests and diagnostic images to provide information on patient’s condition, the prescribing of medications, performing minor surgical procedures as privileged, etc.
Provides medical direction of the Center’s health care activities.
Participates in and leads morning team huddles, meetings and quality improvement initiatives.
Responsible for annual staff evaluations, disciplinary actions and other human resource activities related to supervisees.
Participates in the development, execution and review of clinical policies and procedures.
Participates in the review of patient health records and utilization review studies of Health Center services.
Manages provider staff and nursing leadership.
Oversees Quality Improvement and Assurance (QI/QA) Plan to ensure compliance and maintenance of quality controls as necessary to meet standards established by federal, state, and other regulatory agencies.
Participates in monthly QI/QA meeting.
Attends monthly Board of Director meetings and reports on clinical activities.
Regularly review and meet with CFO on provider productivity.
Provides regular feedback to providers and ensures open communication leading monthly provider meetings and conducting annual provider peer reviews to monitor and improve patient care.
Participates in Executive Operations and Leadership Team meetings.
Plays active role in management and oversight of clinical programs such as School Based Clinic; offsite provision of dental care, and the Outpatient Based Addiction Treatment program.
Participates in community outreach, marketing, public awareness and speaking engagements representing the Center.
Maintain and foster collegial relationships with providers and agencies in the area including but not limited to Virginia Department of Health, and the health centers Community Services Agency (CSB).
Must align work performance and personal behavior with the team culture of excellence at the Center.
Must be a clear and concise communicator; promote the recruitment, retention, development, and continuing education of all staff members and promote the Center’s mission.
Effectively manages employee conflicts and builds and maintains a sense of teamwork among staff members.
Other duties assigned by the Chief Executive Officer.
QUALIFICATIONS
Education and Experience: Graduate of an approved medical school. License to practice medicine in the Commonwealth of Virginia. At least five years’ experience in an administrative capacity in an outpatient, primary care environment. Experience serving rural and underserved populations is desirable. Knowledge of Appalachian culture and its impact on health care delivery and receipt is optimal.
Language Skills: Ability to read, analyze, and interpret professional journals, technical procedures, or governmental regulations. Ability to write reports, correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of stakeholders.
Reasoning Ability: Must solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
Computer Skills: To perform this job successfully, an individual should have knowledge of Microsoft products and electronic health record software.
Certificates, Licenses, Registrations: Medical License, DEA and Controlled Substance Licenses required, CPR Certification, BLS Certification.
Other Requirements: Some long-distance travel may be required for training purposes and professional meetings. Local travel is necessary, moving between the outlying Centers. Use of personal vehicle is necessary. Mileage is reimbursed for some long distance travel if personal vehicle is used.
(This is an exempt position. The work hours are flexible and must be in accordance with organizational need. Evening and weekend hours may be required.)
